EUREKA is a European intergovernmental network that promotes cross-border market-oriented R&D projects aimed at developing new products, processes and services with civilian application. EUREKA was founded in 1985 and today comprises 40 countries and the European Commission. Following a bottom-up approach, EUREKA has been the driving force behind innovation in Europe for 30 years, increasing the productivity and competitiveness of EUREKA members.

As part of the EUREKA GlobalStars initiative, participants from Japan and Germany are invited to develop joint R&D projects and submit their proposals in order to apply for funding.
